No Riding a Ferry Drunk?

I took a pictures of this sign at the ferry loading dock on Block Island a couple of weeks ago.



While I can sort of see a really drunk person being a problem on a plane, at least on a boat they can throw him/her over board............so what is the big deal if someone has 5-10 cocktails before taking a 30 minute ferry ride?

What's next, no riding in a taxi after having a few drinks at your local pub?

How hard is it to get rid of a drunking person on a boat? I co-sign with you ECO, just throw them over board and done with it.
